National Highways Sector Schemes
The National Highways Sector Schemes (NHSS) are bespoke quality management schemes for the specialist activities that keep the UK's road network built, maintained and safe. If your organisation works on motorways and trunk roads, or supplies those who do, the relevant sector scheme is very often a contractual requirement.
What are the sector schemes?
Each sector scheme is an industry-agreed interpretation of ISO 9001:2015 for a specific highways activity: traffic management, surfacing, fencing, road markings, highway electrical work and more. The scheme document adds sector-specific requirements on top of ISO 9001, developed by committees drawn from National Highways, contractors, trade associations and certification bodies.
Certification is delivered as ISO 9001 plus the sector scheme annex, audited together by a UKAS-accredited certification body using auditors who know the sector. The requirement for NHSS registration flows down through the Specification for Highway Works and contract documents, so main contractors will ask for your scheme certificate before you get on site.
A defining feature of the schemes is demonstrated competence: trained, registered operatives and supervisors (for example through LANTRA-administered registration schemes), with training and assessment records to prove it.

🚧 Temporary Traffic Management

Manufacture of metallic legacy vehicle restraint systems.

Manufacture and verification of lighting columns.
Overseeing, installation and/or maintenance of highway electrical equipment and supporting works: street lighting, traffic signals and associated infrastructure.

Stocking and distribution of mechanical fasteners (3) and structural steel products (3B).

Environment and landscape works, including ecology: soft estate maintenance, landscaping and ecological services.
